Sansa is being manipulated into sending Brienne to wait so she could handle Arya without her interfering. I think that just like what Arya said, Sansa will act out of fear and will do an unfortunate thing which will be worst than what Got 8 Years Anniversary 2011 2019 8 Seasons 73 Episodes Thank You For The Memories ladies would have done out of anger. I actually do see Arya wanting to be more violent about how to do things because she has no experience in politics and she has turned darker since but it’s just the way they staged the tension is just.
